An alzheimers carer at home

I am my husbands sole carer at home. His condition has deteriorated greatly during the pandemic as all activities halted. The only contact we eventually had were the grandchildren, but since the 'rule of 6' we can't even see them. Son, daughter in law and 3 beautiful grandchildren make 7. Why can't carers and their care person be counted as 1. Seeing the grandchildren makes a massive difference to him. They used to come every week for a meal and some quality time with us.
